It could be a safeguard for kids when coaching changes occur. Let’s them try out staff without necessesarily burning a year. 

 
To finish off my original comment, let us consider the real use of the four game redshirt rule.

TL doesn't transfer, stays with the team but doesn't play anymore.  He spends the next 10 months improving his skills and anything else that can be improved.  When he steps on the field in September he is still a sophomore and a better player and this year wasn't wasted.

Don't think it's going to happen this way but this is, I think, the intent of the rule .
