Members who are banned or suspended (which functionally, appears to be just a ban with an expiry date) can't read PMs. Confirmed this in a test. I had no idea and always assumed my notice PMs were being read.
For temporary suspensions, I'm going to use the Remove ability to create content option instead of Suspend, and follow that up by PMing the member.
This will stop them from posting and posting status updates. They will still be able to read and respond to PMs, including ours, which is important.
With the board upgrade, there is now a field for 'notice to the member' in the warning panel. A banned/suspended member will be able to read this message, but only if they click on a 'More Details' link. Banning still does make sense for permanent bans and spammers, but not for temporary suspensions, IMO.
A member who is just content restricted, doesn't appear to have any way to read this message. Which is why a PM is still necessary -- that red notification bubble is the easiest way to get a message across..
