When and why did ND rescind their offer?

According to Rivals he has an offer from Notre Dame.

Rock visited Notre Dame for their junior day and came away pretty impressed and his parents loved the visit. Rock got to eat some good food and visit with Kelly in his office and Kelly came off as confident and makes his players confident in themselves that they can win.

He hasn't named any favorites and said that he really hasn't seen to many Universities to make a committ. He wants to see more schools this spring so he can compare which schools he likes.

ND Nebraska or Michigan just might.
