Apparently there has to be one of these every year now. His mom won't sign his LOI for Michigan State. There were talks of him visiting Michigan, Florida State and Ohio State but that doesn't seem to be working out. No word on where his mom wants him to go but it's a little surprising since he's from Michigan.

Saw that he told 247 that he will not take any more visits and remains committed to MSU. I'm guessing now he is just going to focus on convincing Mom.

 
To answer my own question I guess it is 21 to sign w/o a parent. He can still enroll but would have to wait until one day after classes start if no parents sign
