I tend to agree, but the staff has to believe he will eventually start or be a more than capable back up.  With the limited roster spots, you can no longer recruit guys whom you don't think can't help right away.

I think this is a guy you bring in to stop the run in obvious rushing situations. Maybe 10 snaps per game. 
 

Sounds like the two other suitors were Tulsa and Buffalo. Not great company.
