First of all, there has been talk that we need one.  We probably do.  I obviously don't like the current state of things.  But like my dad used to say, “You can either die mad, or get over it.”

What are some common sense things they can do to level this baby out a little bit?

Get rid of conference affiliations and take your to 64 to 72 team divisions and relegate up and down.  No more FBS or FCS.

What would you guys add.  You are way smarter than me.

 
I think that you definitely would need to have discussions on a NIL "cap" if you want to keep things trending towards the NFL and stay away from the disaster that is MLB. Not only a cap, but also as the NFL learned, try to assert some sort of graduated NIL system so that established good players are earning the highest NIL and the latest greatest 5* guy who hasn't played a snap is not walking through the door earning more than the guys who are contributing. 

Pretty serious penalties for meddling with other team's rosters should also be discussed. This, I would gather, is next to umpossible. 

Certainly this will never happen, however.

There is a "salary cap" coming in next year with the $20M payments that the schools will be able to spend on athletes.  Schools can spend $0 or they can spend up to the cap.  There will be instructions on what you can spend on each sport, but as of now it sounds like individual income from that will vary and up to each individual school/coach. 

You can't limit NIL, the courts have already spoken on that.

Look at an NFL example.  There is a salary cap that the teams can play their players.  Then the players can earn outside income from Adidas or State Farm or Pepsi or etc.  The NFL can't limit the outside income.  NIL is that outside income that comes from businesses or collectives.

 
Player contracts, sign with a school for 2-3 years and you can't transfer until that is over.   The argument will be "what if the coach leaves?",  and maybe there is a one time transfer waiver for that.  The head coach leaves/is fired.  
Given how everything is trending.  It would be best to look at the league that is already doing it.  The NFL doesn't allow players out of their contract if a coach leaves, why should the school.  

That made way more sense before money was involved, as that was one of the main reasons why players stuck at certain schools.  Now, I'm not sure that is always the case.

Personally I agree with you, commit to the school and not the coach.  But I get these are also 18 year olds, versus true professional athletes.   Things are in a such a mess it might have to be phased in.

 
Enough of these cross country conferences.  Do like the NFL - regional pods for competition, for travel reason and for the fact that most of the players are still trying to study and get a degree.  Traveling from Rutgers to USC - how can that be beneficial in any way?   

UPPER MIDWEST POD of Neb, Iowa, ISU, Minnesota, KSU, KU, Wiscy, Mo.  for example.  

 
  • Salary Cap - Maximum total payments to players by school in a calendar for all FBS schools. The limit would be the same for every conference. Would be sport specific. 
  • Player Contracts - At signing day, when a recruit first signs with a school they would have already negotiated a contract with the program leadership . Can range in years, 1-4 etc. 
  • Transfers - If a player, under contract, wants to leave to compete for a different institution, the current school would have to authorize it. New school would buyout remaining contract etc. at the Transfer Window. Players not under a contract can transfer at the next Transfer Window.
  • Transfer Window - Players would only be allowed to transfer to a different school between January 20th and August 1st.  
  • Automatic Playoff Qualifiers -  Each FBS conference, having at least 10 members, would earn one automatic qualifier to the College Football Playoff. Some conferences would need to add a school or two for this.
  • Playoff Format - The FBS playoff format would copy the FCS format. There would be a 24 team format. Conference champions automatically in then 14 at large bids chosen by a playoff committee
  • Playoff Committee - Would consist of one representative from each FBS conference for a total of 10 members. To try and make it fair as possible, each conference committee representative would rotate amongst the schools athletic department heads. For an example if the Nebraska AD or Assistant were the B1G representative for one year, there wouldn't be another from Nebraska for 18 years. 
  • Conference Championships - Conferenced championship games would no longer exist. Each conference would determine a champion based upon the regular season and their own tiebreaker formats. 
  • Regular Season - Each team in each FBS conference would be required to play 9 conference games. 
  • Bowl Affiliation - Bowls would continue to be a thing but the number of them may go down slightly. Because of a January 20th Transfer Window opening players wouldn't be able to change schools before the bowls are completed. 
 
The only thing that has changed is being allowed to transfer.  

Everything else was in place before we just didn't "know" about it, wink wink.  

The Boz got paid 20 dollars an hour to watch an oil field.  Also, he did not have to show up.

Husker players drove around in "borrowed" cars from Lincoln car dealerships.

Players lived in off-campus housing where the rent was 0 AND they got a housing stipend. 

Boosters gave players cash all the time.

The only big difference is that players can move freely now.
