Transfer Portal Windows - Proposal of 2 windows for football players to enter the transfer portal.  Most likely 5 weeks after regular season ends (Dec-Jan), 5 weeks after spring practice ends (Apr-May).

Recruiting Calendar - Basically there would be 2 periods for recruiting off campus, either you can recruit or can't recruit (no more "no contact visits", etc).  And there would be a set number of coach/recruiting days that are available.  If you send 8 coaches out recruiting for 1 day it would be 8 days, if you send 4 coaches out for 3 days it would be 12 days.

Coaching Limitations - Schools could pay for as many full time assistants as they want.  This would get rid of grad assts, analysts, etc.  If you want 27 on field coaches, go right ahead.  I assume this goes for all sports, not just football.

Get rid of 25/class recruit limit - You can sign as many kids as you want as long as you are at 85 by start of season.

A last one that would really impact non-revenue sports.  Similar to football (85 scholarships) or basketball (13 scholarships), there would be a set scholarship limit for each sport and schools could choose to fund scholarships up to that limit.  For example, baseball is currently allowed 11.7 scholarships, and those are divided among all players on the roster (some players get 75% scholarship, some players get a 5% scholarship).  Under the new proposal, they would set a scholarship limit for baseball at say 25 scholarships, and schools could decided to have 11 scholarships, 19, scholarships, or go all the way to 25 scholarships.

OK, is this days on the road?  Or, days where they have contact with recruits?  If it's days on the road, that's BS.  A coach from Nebraska might have to have a day travel to get somewhere to see a recruit, while a coach already sitting in Florida, can just drive down the road and see the recruit.  So, this would penalize schools like Nebraska that aren't in recruiting hotbeds.

I would be shocked if this goes through.  But, if it does, does our penalty go away?  Maybe they are wanting to make this move because someone realized "s#!t.....since we penalized Nebraska, now we need to penalize Michigan and we don't want to do that".

Smart move.  If so many kids are going to leave through the portal, you have to have the ability to replenish your roster.

 
That would be the epitome of Nebraska football as of late. We get penalized for some ticky tacky thing that is no longer deemed a violation.  :facepalm:

Why have any limits.  ?  The limit makes no sense - never has?  Why limit coaches?   Why limit practices?   Ultimately you are just restricting the players’ ability to learn, develop, go to school etc?  Why have an NCAA anyway?   
 

All these caps are purely anticompetitive in nature. Why?   What purpose, except to shield the NCAA and collective group from basic economic fairness of free markets.

If it makes you feel better, very soon there will be no limits on scholarship or coaches.  

And for the second point, it was to actually make things more competitive, limiting how many per team spreads the talent out and making more teams competitive

Lol.  It has nothing to do with my feelings.  I just asked the questions.  
 

yes, it does spread the talent somewhat, outside the top ten tier anyway.  It’s diluted the talent for most others, leading to mediocre play by the vast majority.  As did adding teams to Div 1 etc.   As a practical matter, scholarships are being devalued by NIL.  Walkons with NIL may be better off.  
 

Programs with ultra wealthy donors and sponsors will reign over the rest, in perpetuity.   Many programs will drop football as the cost to field competitive teams becomes prohibitive.

Why couldn't they have made these changes 25-30 damn years ago... :bang

 
Transfer portal windows were not approved today, still discussing the right timelines.  More than likely it will be from last weekend in November to the December National Signing Day (or 5 days after a teams bowl game if a team is in a bowl) and the last 2 weeks of April.
