I think it's a fantastic idea. The usually suspects want to do it, they are very important, key members to the board and I beleive their opinions and ideas should be taken into consideration. Moreso than others.

If I recall correctly, the last winner got 5 Huskerboard points. Given that we'll display the winning banner as the site's "headline", that seems reasonable to me.
