Why aren't those to doing anything?!?!?  Shouldn't they be giving SOMEBODY a warning?!?!?

Naw it's OK - I'll let him survive this time  . The brazen nature of calling a mod retarded is what surprised me more than anything, but if he keeps it up then it'll be a swift kick in the pants.
