By university policy they have to "post" it.

It's probably just a requirement of the university to post any open positions. UT did the same thing for defensive coordinator when Muschamp left.

No, not strange. UNL is a huge business with policies that run across the board. The HC position was likely advertised as a matter of policy too. It's just meeting a policy requirement.
