With 23 seconds left in the first half, the University of Wisconsin took a 10-3 lead on a 14-yard touchdown pass from John Stocco to Paul Hubbard. On the ensuing kickoff, Badgers coach Bret Bielema took advantage of a new NCAA rule that calls for the clock to start when the ball is kicked rather than when it is caught. The aim of the change was to shorten the length of the game, but Bielema used it to milk the clock of 19 seconds and deny Penn State any chance of scoring in the half's waning moments.
 
The receiving team should be ready for this. And try a series of long cross-field laterals--like the Stanford band play. If it fails they could try for the quick penalty themselves. I think the time would be put back on the clock if there are offsetting penalties.
