Hmmm. Can you think of a way to definitively link the accounts? Might have a hard time banning without that. That does seem like a tricky problem.
I don't know that this is necessary. The account is pretty obviously set up to be a sockpuppet (at least, IMVHO).
Think of it this way. What are the odds that someone would spontaneously create a new user account using a name that can only be found on HuskerBoard, and nowhere else. Let's say I posted the name a;lkjsadfl;kjae and about a month later someone creates an account named "a;lkjsadfl;kjae." Are we going to presume this is an innocent coincidence? I'm going to go with NO on that one.
Let's further say this is just some regular member creating a second account to have some fun. I don't have a problem with that per se, but HP's last several posts were near-trollish. I'm not inclined to let a member create a second account with the sole purpose of venting, even trolling. That's not OK.
Let's take it a step further, and say it's someone who's been a lurker for the last X months/years, and they decided to create an account at this point (kinda like I created an account in October, 2007 when the Callahan Era was falling apart) to talk about the current state of affairs. STILL, this is a problem, as this person is dancing a fine line between opinion and trollery.
Having said all that, I'll say this: My initial post (that I didn't actually submit here, because it was 6:30AM and I was dazed) said something to the effect of, "If this guy is legit, he'll email us asking to have his account reinstated. If not, he'll take the hint and resume his normal user name." Probably a lot of this would have been avoided if I had 1) actually used the Mod "ban" of the account, rather than flag him as a spammer, and 2) If I had posted the topic I created on this subject here in the Mod Forum in the first place.
I did neither, and now we're here. So that's my bad.
