Part F
Numerals. Clearly visible, permanent Arabic numerals on one jersey at
least 8 and 10 inches in height front and back, respectively, of a color(s)
in distinct contrast with the jersey. All players of a team shall have the
same color and style numbers front and back. The individual bars must
be approximately 1-1/2 inches wide. Numbers on any part of the uniform
shall correspond with the mandatory front and back jersey numbers.
So it looks as though 8 inches is the smallest the numerals can be on the front.

A white jersey is one with only contrasting playing numbers, player’s
name, school name, NCAA Football logo, school insignia, conference
insignia, mascot insignia, game insignia, memorial insignia or the
American flag attached. An insignia must not exceed 16 square inches
in area (i.e., rectangle, square, parallelogram), including any additional
material (e.g., patch). Stripes may be placed on the sleeves. A border not
more than 1 inch wide around the collar and cuffs is permissible, as is a
maximum 4-inch stripe along the side seam (insert from the underarm to
pants top).
Unless I am reading this incorrectly (which is most likely the case), looks like they changed anyone's ability to put any sort of "insignia" on the jersey larger than 16 square inches. That's a 4 in x 4 in size. So it looks like my dream is killed. Damn it...
