I think this is only including vs other FBS schools. 1AA does not count I believe. Or maybe it does....

I don't think it does. Our game against McNeese State in 2014 is not included in the teams played list. It also explains why the SEC teams have so few games

If it's all of college football since 1869, then how can Rutgers not be at least in the top 26?

They didn't join a D1 conference until 1991.

And only attending 10 bowl games in its entire history makes a dent.
Their record against Army

Year 1991 + 40 years = Year 2031

Is this from Biff's "Back to the Future 2" almanac of sports?

I don't know where they are getting their numbers from
