When I hit post, I received a warning that admin had placed a time delay posting requirement on me. What's that sh#t all about?

There is a posting cap to prevent someone from spamming. I am not sure how many posts you can make within a specific span of time, but presumably you temporarily reached it, which is why you got the warning. When I was really active in the recruiting forum before becoming a mod, I had the same warning several times. The double post must have resulted when you tried to post the thread after you thought it did not go through the first time.
