I hate to speculate, which is all this is..... but personally I think it is typically their choice of wording for, "an unofficial is way too damn expensive it turns out". 

Think about it, it's likely a $700 trip for Owen to come.

Exactly.  It's not a big deal.  But I'm pretty sure it's more of a convenient excuse than an actual thing.
