Open it in your favorite photo editor (if you don't have one and need something free, you can either use the GIMP or, for just resizing, Irfanview). Using Irfanview, open the picture, then click Image - Resize/Resample. Enter a smaller size, but be sure that the "Preserve aspect ratio" checkbox is checked.
