Not that uncommon, especially in underclassmen. You got guys who play as Fr/Soph so they are rated top of their class because they are putting it on film. Then you get kids like Johnson/Grayson who don't get much action till Jr year then jump them because what they show is better.

Or they just don't improve from Fr/Soph to now like evaluators thought they would.

He also changed schools and his production dropped last year.

Its because he was splitting carries with Deneric Prince, Texas A&M commit.  

He had 102 carries for 677 yards with 12 TDs and was named First Team All-district. 

Prince had 105 carries for 863 yards with 10 TDs.  Was named Second Team All-district.
