Being rated a dual threat versus pocket passer doesn’t have to do with arm strength, it is about mobility and playing style. Tommy A. had a cannon but was a dual threat for example. 

 
Not to belittle @BlitzFirst's opinion as I'm definitely no expert, but I haven't seen anything to suggest TG has a stronger arm than AM.

After the spring game, it looked to me like TG's body motion was a bit more abstract than AM's, as if TG had to put more of his body into a throw versus AM.

Not trying to be argumentative. I just don't remember reading/hearing a lot of opinions on their respective arm strengths.
Martinez’ doctor said, after his surgery, that No One has seen Adrian at 100% (arm strength) and that includes his Junior year. The implication was that he had fixed a longstanding problem and now he WOULD be 100%. Assuming that is true, his true arm strength is really only being evaluated/developed now.

 
It does appear that ball security may be an issue for Martinez.  Maybe it goes with the name.   :o

I believe there is a short clip of him near the start of this where he has the ball all the way out as he's getting hit.
