It means that, Vegas doesn't think they will lose money on people placing bets with those odds.  So, more gamblers are going to place bets on Rhule being the coach.  So, the put the odds at this so they don't lose money.

BTW, I do prefer Rhule over Aranda - I just didn't think Rhule would be a possibility.  Rhule set the stage for Aranda to succeed at Baylor.  If Rhule comes here with his NFL experience perhaps he can bring a great DC and OC with him.

From what it sounds like, yes. I don't consider josh and john insiders but if they're on the record explicitly stating none of those guys are getting looks then I believe it.
