Stuff like this has nothing to do with desperation, it's some nasty combo of opportunity, resentment, entitlement, etc.

Your last sentence sums it up.  It's not like he was breaking into a grocery store to buy food because he's hungry.  He was stoned and just thought he could.

I went from anxiously awaiting a potential waiver to relieved that he hadn’t gotten one. Such a waste…Get your life straightened out young man.
