You would be mostly wrong but whatever is good for you 


No, I'm pretty straight up wrong. Both disinflationy and deflationary rely on a weighted average price of goods from which to measure and I really don't know what year that would be in America's case. Disinflationary is a bit counter-intuitive in that it refers to a slowdown in the rate of inflation. That would seem to imply an upward curve flattening out, but it's also used to describe a sharp decrease in those weighted average prices during an inflationary period. And that's the case with the chart in question. 

Deflationary is a thing, and while it might sound good it is used almost exclusively to describe the Deflationary Spiral in which the weighted average price of goods drops sharply during a non-inflationary period, launching a dangerous cycle of dwindling retail income and lost jobs.

Do people even claim their tips?  
Not really a chance not to with the tip being added on the total when paying with a card.  However, any server/driver that claims cash tip is a dope.  20 years ago when I drove for Papa Johns our manager told us it was entirely up to us to claim what we wanted, but to avoid possible "questions" claim about 20-25% of what we were actually tipped.  Back then it was still a ton of cash tips.

I would NEVER claim my cash.  I would make 2,000-3000 each summer running camps, cash.  Never claimed it.

I was going to make a joke about forwarding this to the IRS but then I realized there’s only about 3 people left in that department so that kinda took the fun out of it.
