From my limited knowledge of his, his was off number of starts, it would be smart to ensure it was based off a school to, but it may have been done after he committed to OSU and not specifically written in the contract.  A lot of learning will be going on for both sides of this.

The only way I could see it not tied to starts at OSU is if it's from some national company that would have a national advertising campaign.

And, I would be surprised at that.  But...I've been surprised before.
