anyone on here know what this is?

i found it in an old shed on my property and im trying to figure out what it is. it gets wire fed into it that is then coiled up but there is no heat or anything like that. it has a motor on it and a foot pedal to make it feed the wire. there are numbers all over it on pretty much every little part! so if someone could help a guy out it would be greatly appreciated.

At first glance it looks like an old ground water pump that I have, but the foot pedal threw me way off. I have no idea. Interesting find though.

It looks like it might be part of a wire feed welder. Just a guess.

 
Foot pedal to feed wire would lead me to believe some sort of industrial sewing machine. Is there any kind of reciprocating action?

If not, I like the flux capacitor idea. Be on the lookout for Delorean parts laying about.
