This happens to me too.. On Google Chrome... annoying as hell.

I haven't had any issues on my iPad. Currently running the latest (7.0.4 or something like that).

I've noticed it more lately on the iPad.

I used to see it in Chrome, but I can't get it to do it in the past few days

It smells like a intermittent javascript issue but without being able to reproduce it on a browser with dev tools built in, it's hard to diagnose.

I have a Mac at work, maybe I'll hook up the iPad and use the web inspector to see if there is a js error..

Any other web developer types able to reproduce the issue?
