Cannot post Statu updates

Looked everywhere and can't find the place to update.  I've seen other posts about it being disabled.  I followed those instructions and I cant turn them on!

Wont let me post status updates on iPad. I click on box and goes to profile page on safari. On Chrome don’t even have box to type in
