Nope shouldn't be. It's actually pretty easy Here is one on the Iowa St website, except you can change it to Nebraska vs whoever

You'd probably want to get permission from the code writer first before using it. Otherwise I'm sure there are plenty of sites out there with instructions on how to build one, or that will allow you to use their code.

I've already looked at the javascript for the code and it was obtained form DynamicDrive.com which is a free site that hosts several thousand javascript codes. All you have to do is make your own banner like the one on the Iowa St website
