I havent been to the new park yet but will be there this year. I see where they are serving alcohol at the club level bar and was wondering if they are still pretty liberal about alcohol in the parking lots

I think they are about the parking lots outside stadium. Some friends and I were standing in line and officer checked to see if everyone in our group was 21, and I can't remember if he said we technically weren't supposed to be drinking at all or not. Either way, he wasn't out to bust anyone who was being responsible, so hopefully that somewhat answers your question.
