On replay, Neyor has the ball and a foot down. I think that may be a TD.

Don't you have to complete the catch through it?

Ball in hands and foot down before ball comes out. TD.

Nayor is holding the ball to his face mask when his foot touches down. It's only after he has the ball in control and his foot is down in the end zone that he moves the ball to his chest. At that point the defender pulls the ball away. 

Should have been a TD.
