As a general rule, outside or attic are going to be your best options. You will probably still need to tune/train your antenna direction to orient towards the furthest towers.
That said, your dish was probably not above the building. Verify if the building is between the antenna/dish location and towers. If it is, placing it in the attic or elsewhere outside may be a better choice. OTA HD signal is line-of-sight and eliminating anything in the way of that will help improve signal...
