Sure. But unless he magically develops skills he appeared not to have at Nebraska, he's going to switch to WR after that experiment fails.

He's just not a classic QB. Anyone telling him different is doing him a disservice.

Luke will have to use a year of eligibility for 2021 regardless if he gets a waiver to play or not.  He redshirted in 2019, got a free year of eligibility in 2020, and will be considered a RS Frosh in 2021.

But, your overall point is the same.  He could very well be a backup/sit-out guy in 2021 and compete for the starting job in 2022.

Frankly, it's not.  But, maybe Frost the other offensives coaches were pushing for a position change this spring/summer, and Luke felt like he wasn't getting a fair shot at the QB competition.  We can really only guess what's going on the locker room and coaches' room.
