Two men are in the back of a van which is parked on a country road. Both men are in uniform. One is dead. The other is angry and frustrated. What happened?

Since you all seem board I guess it's time for a riddle. This one should prove to be difficult enough, no way it could be guessed on the first try..

 
are they prison guards transporting a prisoner that kills one of them and locks them into the back of the van during an escape???

the one that is dead is a prison guard and the other is a prisoner that killed the guard. he is angry and frustrated because the keys are in the front of the van with the driver and he cannot get out
