Nobody would want Texas in their conference except Texas.
OU would be a good member but the Big Ten already has plenty of 'big name schools' in football with Ohio State, Michigan, Nebraska, Penn State and arguably Wiscy and Mich State are significants. Bringing in the Sooners would mean yet another traditional national power team is most likely elminated from the national title hunt. As Barry Switzer said "You don't win a national championship, you schedule it!" The Big Ten has Michigan, Ohio State, Penn State and Nebraska who all 'feel' they are or should rightfully be in the national title discussion annually! Having four already means the chances for any of those super power teams is cut by 75% by scheduling. Adding OU and Texas would be insane as that would effectively take 5 of the top 20 out of consideration before the season even starts. I do not want to see college football become like the NFL where a team with several losses can simply win in the playoffs and become the playoff champion.
