OU vs. NU

I remember our D didn't have enough left the next week against MU and we lost 35-31. Then the worst part came when we were paired to play OU again in the Orange Bowl -- this contributed to Osborne taking a serious look at the CU job.

 
I want to understand this. Is the reason why Rudd's massive hit on Phelps on the kickoff wasn't called a fumble was because the official ruled that Phelps stepped out on the sideline and the play was actually dead? And then the official failed to blow the play dead?
