Probably partially hesitant until the LOI. I think qualifying is still up in the air? If he signs he will be a fantastic addition and hopefully part of a defensive cultural change down the road

I don't see an offer. More like when a girl is playing the field and doesn't necessarily want you, but doesn't want you to lose interest either, so she sends a text once a week.
