Sign and place means that Rogers will commit to Nebraska but, because he is ineligble he will be placed at a junior college until his grades are in order. This is what Nebraska did with Ricky Henry.

kind of what I thought but thank you for clarifying for me.

 
Now we just need to pull for this kid to work his butt off. His grades are not horrible to the point it is certain he cannot qualify, but he does have some work to do.
