Why, though? 

If the best we can do at the position is a guy who just keeps repeating the same mistakes over and over again, never learning (in spite of the juice he gives the O on other plays)... shouldn't they be trying to develop someone else?

They don't appear to have a backup they trust at all. They can't develop the position. They can't recruit it well either.

When you can't recruit OR develop QB, stick a fork in your offensive coaching staff. It's done.
