Pretty much this. 

I don't waste much time going looking for formerly banned members.  If someone sneaks back in, can behave themselves and contributes to the discussion, I don't have any reason to go looking for a reason to kick them back out.  And, to be fair, tSP did a decent job of that for some time.  I had know that's who he was for some time (because of things he posted) but didn't really care because he seemed to be behaving.  But he became flippant and obnoxious about it over the last several months and at some point you've more than used up your chances.
