I would say, cautiously, "maybe." There's nothing specific about banned members in the rules, and I've seen plenty of comments directed at former members.

In general I'd say it's a bad idea. When someone is gone it's best just to ignore them. But I don't think we're going to take comments about banned members as seriously as comments about current members. A good example of that is the ongoing HuskerBoard meme of Husker Jen.
