is there a way to find out who registers fake twitter accounts? I know when the fireturnergill.com was brought up our memebers quickly tracked down the owner of the sight not sure if there is a way to do a similar thing with twitter pages.

Domain registration is public record. I highly doubt twitter would give up their members information like that..
