It's basically a redshirt without using a redshirt. Your eligibility clock doesn't start until you enroll so it delays your clock starting by a year.

Kids will use a prep year to get a better offer or get their grades up. The practice is used a lot in basketball. Hell in basketball some college coaches suggest it to help with the numbers. The extra year of high school doesnt impact their college eligibility at all.

Was he short on classes?

If I remember right he was mostly a QB in high school, but didn't have great offers for that position. So, he used his prep year to play WR and boost his stock there. Not sure if academics were a concern or not.
