Based on what I can gather from other sites (Buckeye Planet):

The Illinois Rivals site said NU offered in September:

picked up 9/1 offers from Illinois, Iowa State, Nebraska, Arkansas and Mizzou
That has apparently changed as Scout now reports:

Appleton holds offers from Vanderbilt, Illinois, Wisconsin, Missouri, and Kansas State. He says he doesn't have an Ohio state offer, but there is mutual interest. He names a top five of Ohio State, Illinois, LSU, Florida, and Missouri.
Not sure if NU ever offered or if that first report was BS (or based on BS).

I'm guessing he is Zook's to lose though the seemingly random interest in Florida and LSU are curious.

 
ESPN is reporting he will commit to Illinois:

ESPNU 150 wide receiver Kraig Appleton to announce
Kraig Appleton, rated by ESPNU as the No. 14 receiver and No. 108 prospect overall in the Class of 2009, will make a commitment to Illinois on Tuesday (Aug. 12), according to the Champaign News-Gazette.

The East St. Louis star would join teammate ESPNU 150 receiver Terry Hawthorne in chosing the Illini. A third prospect from East St. Louis, defensive back Tommie Hopkins, also picked Illinois.

Appleton caught 59 passes for over 1,000 yards and 15 touchdowns as a junior. Besides Illinois, he has offers from LSU, Ohio State, Michigan, Missouri, Michigan State, Arkansas, Nebraska, Texas Tech, Wisconsin and Vanderbilt, among many others.
 
Of course, sometimes they are wrong:

Two talented wide receivers, Kraig Appleton (East St. Louis, Ill.) and Stedman Bailey (Miramar, Fla.), were also in Madison over the weekend. Neither has selected a college to this point, but it is not going to be easy for Wisconsin or anyone else to beat out Illinois for the services of Appleton.

Zookster is a slimeball. If he sets his sights on a recruit from in-state, he likely will not miss.

Zook is Urban Meyer-esque in his approach. His does what needs to be done to close a recruit, even if he stretches the truth or bashes other schools to get it done.

I've heard other stories about his approach, but those are complete rumors.
