Enforcement of scalping regulations - taking it too far

This poor guy was arrested and thrown in the slammer for violating the scalping rules in DC. I had an officer tap me on the shoulder, before a Royals game, outside the stadium, explained the regs, and told me to just give them away...and I did. Nice cop vs a d!(k.

I don't even understand why it is illegal, it makes zero sense to me.

agreed its taking it too far. but it is illegal because you have to pay taxes on the profit you made over face value.

Yeah I understand that but you could, in theory, pay those taxes (I would assume classified as a cap-gain tax) at the end of the year. Which means they are being ticketed for a crime that they did not commit, yet.

Now, I would never pay the taxes on it, don't get me wrong!

He must have been on the Nationals property (?). I know in Kansas City it is illegal to sell tickets (for any price) to the Chiefs/Royals at the stadium complex, hence the officer in my situation telling me to give them away.
