Enforcement of scalping regulations - taking it too far

Yeah I understand that but you could, in theory, pay those taxes (I would assume classified as a cap-gain tax) at the end of the year. Which means they are being ticketed for a crime that they did not commit, yet.

Now, I would never pay the taxes on it, don't get me wrong!

 
I don't understand what the guy did wrong. I thought it was only illegal to charge more than face, but it sounds like he specifically wasn't going to go over?

He must have been on the Nationals property (?). I know in Kansas City it is illegal to sell tickets (for any price) to the Chiefs/Royals at the stadium complex, hence the officer in my situation telling me to give them away.
