Edit: can't resist, but my only contention with this is no spread beyond Wuhan. Yes people can travel 1000 miles, thats not my contention. Its more so that no one else was apparently infected along the way. Now that could be a result of just missing those cases all together as well.

Found something interesting in another article... this one from 2017:

Well I'm glad I'm not the only one puzzled by this question. I wonder if it has something to do with immunity. I was reading that people that live in that area were tested and have protection against some SARS type viruses likely due to the close contact. Also I would guess early cases go undetected because (from what I've read) the virus is weak when it first makes zoonotic transmission it still has some adjusting to do to thrive in humans.

Do the mandate, fine people starting at $25 the first time and double the fine each additional time.  If the person has a fine for wearing a mask, charge them a $10,000 fine if they get it and spread it.  Done.....
