I'm not arguing one way or the other on the mandates. But, why shouldn't a state be able to have these if they want them?

I mean I could see an argument about vehicles on federally funded roads, maybe, maybe.... But the Constitution is pretty clear on state's rights and State's have all kinds of different vehicular laws (speed limits, weight limits, licensing display laws, emissions testing, noise, and on, and on)
