I’ve always assumed that’s what he’d do, or 3 years max for Shilo. 
Since the competition in the transfer portal has gotten so fierce, including Nebraska out recruiting him, I can where he can no longer take his pick of players. So continue success at Colorado will maybe be more difficult. 

 
Say what you will about the quality of the Big 12 and whether they won some games they shouldn't have. But if tying for first in the conference during the regular season still qualifies as sucking, your bar might be a little high.


Colorado sucked when they split the national championship. Sometimes teams just suck whether they are actually good or not.

You can hire officials that are not part of the NCAA "crew"

This is the NCAA trying to flex muscle it doesn't have, much like me and all the other posters here.

I would think, if there are no rules prohibiting it, that it would have been tried before. The NFL holds intersquad practices sometimes  before the preseason games begin.

I’d guess the NCAA clearly has a rule against intersquad games outside of the regular season and bowls/playoffs. But maybe it’s never been challenged in court?

I think all a school has to do is do it.  The NCAA LOVES losing court cases, so they would clearly lose.
