Do people even claim their tips?  
Not really a chance not to with the tip being added on the total when paying with a card.  However, any server/driver that claims cash tip is a dope.  20 years ago when I drove for Papa Johns our manager told us it was entirely up to us to claim what we wanted, but to avoid possible "questions" claim about 20-25% of what we were actually tipped.  Back then it was still a ton of cash tips.

I would NEVER claim my cash.  I would make 2,000-3000 each summer running camps, cash.  Never claimed it.

If they really wanted to solve this, get rid of the separate minimum wage for wait staff and therefore the need for tips.
Traveling in Europe, this is how it is usually.  They don't expect to get tipped because they are already paid decently.  If you do tip, it's because they have done something special.  And, you don't need to tip a lot.
